PT Veterinary Biologics Notice

VT To: Biologics Licensees, Permittees, and Applicants Director, National Veterinary Services Laboratories Directors, VS Region Deputy Director, Veterinary Biologics Field Operations Area Veterinarians in Charge, VS
This notice responds to a request from the Veterinary Biologics industry to identify the status of BSE in the United States.
To date, there have been no cases of BSE diagnosed in the United States. In may 1990, the United States Department of Agriculture (USDA)initiated a BSE surveillance program. Pathologists at the National Veterinary Services Laboratories (NVSL), Veterinary Services, Animal and Plant Health Inspection Service, are continuing to examine bovine brains submitted from the following sources: (1) foreign animal disease investigations where suspected encephalopathic conditions in cattle are reported; (2) bovine cases confirmed negative for rabies by the State public health laboratories; (3) brain specimens collected from selected downer cows at abattoirs in selected States; and (4) brain tissues submitted by veterinary diagnostic laboratories in the United States. To enhance the surveillance process, visits are made by USDA personnel to States public health and university diagnostic laboratories to arrange for the submission of suspicious specimens to NVSL. Contacts with practicing veterinarians are also made to increase the submission of brains of 1,400 bovine brains have been examined; none of the specimens have contained characteristic lesions of BSE.
The importation of ruminants from countries with BSE was stopped by the United States in July 1989. The importation of ruminant byproducts from countries with BSE is also prohibited, including meat and other edible products, bone meal, blood meal, meat meal, offal, fat, glands, and serum.
